Gas Tank Strap Bolt Just Spins. Once I cut it off how can I reattach strap?

So in the process of running all new brake lines I realized the main line to the back is over the gas tank.. bundled and clipped in with fuel lines and some other stuff. I know I can run the brake line somewhere else but it seems like a hassle because I'd have to figure out how to secure it good. Also I don't wanna worry about not being able to drop my tank in the future if I need to.
I had my tank dropped a few years back and put new straps on. Well today I tried to loosen the bolt for the front strap and it just spins. So I am guessing there is a nut spot welded in the frame that broke free. There is no possible way to get any kind of socket or wrench on the nut. I can't even come close to reaching it with a finger. I hammed a flat head under the strap by the bolt and put some force on it but still couldn't get the bolt out.
Assuming I don't blow up grinding the bolt head off tomorrow I have no idea how to actually mount the strap back then since the nut broke free? I'm assuming lots of people have run into this so I am hoping for some tips on how to reattach the strap bolt. Thanks

im not familiar with that nut location, but if the tank is down can you get to the nut? or is it inside the box of the frame? you could always weld a nut to the bottom of the frame for the bolt.
Thanks. Both front fenders are ****ed but other than that it's a nice truck. If I v8 swap it, I will probably get new fenders at the same time. I wish they still made extended cabs, not crew cabs. This is the best body style if you don't have kids.
