Blower selector **** help

I have a 98’ Durango. No matter what setting I put the blower **** on(the **** for floor, vent, a/c etc...) it blows out the defrost. Is this a cable or vacuum or??

Vacuum issue. Check on the passenger side of the engine, all the vacuum feeds are over there.
