Default Grounding strap issue

I've been doing some work to my durango and had my passenger fender off. There is a ground stud with 2 straps and some other components on it almost under the firewall side of the air box. One strap goes to the firewall and the other strap has no end on it and I have no idea where it goes. It rotted or broke off the terminal so it's just a piece of strap with no end at the moment. I looked for a terminal bolted somewhere but I can't seem to find it. Anyone have any idea where that second strap is supposed to go? I'm guessing the engine somewhere but I'm not sure.

On a side note, that ground terminal on the fender has the 2 straps, ground wires for PCM and some kind of component all on the same lug. The component has a single wire plug on one side and an eye for the lug on the other. It's a small black plastic cube and I can't see a part number on it. Any idea what that is?

As far as the ground straps this is a decent ( not specific to your vehicle) discussion which might give you some ideas on where to look for the original location of the severed end .. Something I plan on doing while the exhaust manifold is off..gl

I ended up cleaning up the end, crimping on a new terminal and bolting it to the A/C condenser bolts.
