Hi i have a 99 dodge durango SLT and i was wondering if the pcv valve just pulls right out or do i have to remove that black outer circle around it? i tried pulling it but it seems pretty tight i didn't want to risk forcing it out and breaking it.

It should pull straight out. I changed my PCV valve a couple of times already. Sometimes it is very stubborn and makes you nervous if you really have to apply some serious muscle to yank it out. But all should be okay.
