Default ABS system on '96 Intrepid

Alright. . . so here's the story. As I was driving along at a leisurely pace of 30mph, preparing to stop at an intersection, the normally pulsating brake pedal began to shudder. Next intersection, it does it again and the ABS light in the 'message center' came on. Took a look at the brakes all around when I got home, fluid level was normal, rear pads fine, but the front were near replacement time. Went ahead and did that without a problem. Occassionally the ABS light would go out when driving then turning back on after braking a couple of times. Moderate to hard braking turns into high speed skidding without the ABS. . . just looking for some advice as to where to start poking around. P.S. --there's no fluid leaking anywhere from any place and all the wiring that I can find under the hood looks good.
