The car turns over, there is a weird humming noise, and a smell like somethings burning. Car won't start, somethings not engaging fully.

Please Help!

Default 96 Intrepid won’t start,

I cannot say for certain, but it almost sounds like the starter is staying engaged until you turn the key off.

Default 96 Intrepid won’t start,

Thanks for the help, Roadrunner. It just so happens that it was a weak battery,(I hope). We used the car the other night, and had the headlights on for a while, couple that with it sitting all day yesterday in the very cold. I had a charger on it, but don't know how to read the gauge. If anyone can educate me here, i thank you in advance! I feel a little silly, should have put two and two together, it's a case of monday morning quarterbacking.

Thank you Jesus!

I hope so too. A battery is cheaper and easier to deal with. If a dead or weak battery is being strained(like on start up) it will sometimes smoke and smell. If it starts to turn over then stops and makes the humming or a clicking sound, until you let off the key, then I would say it's definately the battery. Good luck.
