automatic neons cant do much over 117mph....even if you remove the speed limiter.....
dohc manuals can do 130 before the shut off.....
just remember most neons were built for cheap economy.....not high speed driving.....so they get a little unstable at high speeds...
back when i was driving the r/t, it would hit the 130 mark all the time.....but most of it was on the way home from work at 5am on the interstate.....though i always had Z rated tires on the car with the koni struts and always made sure the suspension was tight so it didnt bother me goin that fast as long as it wasnt for an extended period of time.......i still wouldnt recoend it though..
however if you wanted to remove it for free then you would have to just unplug the speed sensor...though you would loose your speedometer

ive only ever raced on the highway once with my mom in her wrx and another with a state trooper in a new suburban(if you wanna call that a race, but either way, i won)

i dont understand the whole roll thing either......its alot easier to get ahead when rolling....but more difficult when at a stop....ur takeoff can say alot about you as a driver

the mopar ECU does eliminate the shut off, but a stock neon wont go hardly any faster anyway.
