Blown Fuel Pump Fuse

This is on a 96 Neon.
Spent a few hours over the weekend trying to follow a "no spark" issue. The Neon stalled as my son in law was pulling up to a gas pump, fuel guage just past E. Wasted time focusing on ignition related issues until we found a blown 20a fuel pump fuse in the PDC. Replaced it and the Neon started and ran fine.
Son in law was 3.5 miles from home this morning when it blew again. Replaced fuse and headed home. Blew and replaced 2 more on the 3.5 mile drive back home.
The FSM has not been the greatest help in diagnostics so far. Will be picking up an OBDII scan tool on the way home.
Electrical problems are not my forte. My dad is a good electrician but going out of town in a few days. Anyone have any ideas where I can start. Maybe eliminate a few dead ends?
