Obviously it takes alot of free time and hard work but how much do you think it would cost? just an estimate?
$2500-$4000

Time and money... I wrecked my car in November and I am still working on it.. If I could have like a solid month to work on it atleast 4 hours every day (AKA, If I weren't in college..) I could have had it done by now... but since I am in school its taking forever.. as for money.. I am well over 3k now.. probably pushing atleast 4...

2.4 ENGINE swap might be worth it

Well if it could end up costing you around 4k, and if i'm not mistaken some turbos for first gen neons cost around the same would it just be easier to put a turbo in it? Personally i prefer the idea of having someone look under the hood of my 98 neon and seeing an srt4 engine in it as oppose to seeing a turbo, but thats just me.

Easier, yes! But beware of putting a turbo on an older engine. You should really build it up on the bottom end before putting one on.

Is it safer to put an srt4 in an older engine than a turbo would be?

You mean to put the SRT-4 turbo onto an older engine? No, and even if you do, you can only run around 7lb of boost.. thats all the internals will handle.. Your better to either a) Build up your engine and put a turbo onto it- which could be right around 4k, or b) Swap for the SRT-4... It all depend on what you want and how much work you want!

I say go with the 2.4 swap and then build up your bottom end and then slap a nice big ol' turbo on there. Might be a little less than the SRT-4 swap but a hell of alot easier than the SRT-4 swap. Just ask any of these guys who have done the swap. Just my two cents.
