Ok my 96 neon has problems, would run for awhile then shut off, I replaced the fuel pump,injectors,temp sending unit, relays,and pcm and it still shuts off, rad fans wont come on till I pull relay then stick it back in. I noticed the pcm is making a high pitch whinning noise with the key on and then for several seconds after key is off, is this normal? I need help!!! Would bad egr cause this?

 

PCM could be going bad on you. You also need to replace the fan relay and maybe check your ASD relay.
