can anyone tell me what might cause the vacuum tester gauge needle to bounce back and forth from 0 up to 15? i just replaced the head gasket and before it wasn't having this problem.

it bounces back and forth constantly in the blink of an eye. has the engine RPM reaches about 3,000 it steadies out to about 20
