Where the hell can you use a timing light on a Neon.

 

they clamp onto the plug wires usually

 

since you have ne zero mark, you use the timing pulley marks with an adjustable light to tell where your timing is, or make a TDC mark on the timing cover and pulley.
how are you getting half a tooth? are they on top of each other magically or what. you cant skip half a tooth unless you put a different key on the timing sprocket.
cam timing is one thing, ignition timing is another., advanced ign timing is bad, advanced cam timing might help it
