Default Torque Increase

I'm curious. How does one increase the torque in a vehicle? Let's say a 95 Neon Automatic that's being babied back to health. I'd love to make it into something race worthy (though I'm not a racer, I just like having that sort of power I can call upon if I need to). I heard that increasing the horsepower is good, but increasing the torque is better.

Same way as increasing horsepower, torque is the measure of the absolute force of the car. Horsepower is really overrated, I would rather have more torque than hp anyday!
