Default any suggestions for a hesitation?

so here's the scoop:
i bought a neon on ebay, it's technically sold as a non running car, but needs very little to run. here's the problem, as described to me over the phone. o, before i get started, here's what's in the engine as best i can describe.
DOHC
crane nitrous grind cams
fidanza adj.cam gears
JE pistons 8.8:1
Eagle long rods
surfaced head
baked , honed, bored (.30 overi think?)
brand new stock crank
udp (possibly AEM?)
stock oil pan with oil return line drilled (not in use until turbo installed)
screamin demon coils
MSD ignition
spoolboy mod
OBX 8:1 rrfpr (and/or 1:1)
walboro 255lph fuel pump
Clevite 77 Rod Bearings
Clevite 77 Main Bearings
Total Seal Piston Rings
Mopar Oil Pan Gaskets
Melling Oil Pump
16 Eaton PT Cruiser Lash Adjusters (Lifters)
16 PT Cruiser Cam Followers (Rockers)
Dayco Timing Belt
Mopar Complete Head Gasket

that's what's all in the engine that i know of, the problem is that it idles fine, but hesitates when you first press on the throttle. it also has SRT-4 exhaust installed except for the axle back portion. i was also told that i need a fuel filter from a 2.2/2.5l turbo shelby charger w/ f.i.?

a leaky or missing vaccum line will cause hesitation.

any particular vacuum line, or any vacuum line can do it?

any vacuume line can, but sounds more like a fuel delivery problem to me, but if he was planning on going turbo than the odds are that he put bigger injectors in it, which these engines with bigger injectors and no turbo can be a problem. Do you have the turbo on yet?

there are bigger injectors that come with it, but the stock ones are on it. i'm thinking that with the 1:1 fpr, and the return line, it can't maintain enough pressure on the fuel line? i'm not sure without being able to see it and stuff tho.
