Local dodge dealer should let you make copies of what you need. If not hanes or chiltons books should have want you need. I bought a 1gen wiring diagram book off of ebay for like $10.00

Have you tried a coolant flush. Rust and deposits build up on all the metals and sometimes need a good flush. Most automotive stores have a flush for this. Just follow the instructions.

all engines - the water temp goes up in the block / head after you shut it off, no coolant circulation, then it keeps pulling heat out of the engine parts, and the water heats up.
put a mechanical gauge on mine it shuts off at 210, itll go to 230-240 when it sits for a while, thats perfectly normal, and the fans never run on neons when the ign is off.
would be a good idea to flush the cooling system if its been more than 2 years.
check out your radiator also, they tend to corrode and the fins all start to fall out then you get a hotter running engine.

So they used to turn on after you turned the car off???

That was a problem you should have fixed back then. Sounds like it's working correctly now.
