Default starting problem, 99 neon

my 99 dodge neon will start most time but every once in a while it will turn over but not start right away, in a few seconds it will start. runs great after starting. had the battery checked and it said replace battery. it was 5 years old. was a 595 cranking amp but only showed 325 on the battery tester, i installed a new one. someone said battery probally wasnt strong nuff to pull gas up right away?i havent ran it long nuff to see if that was my problem. only installed it yesterday, 10-11-07.auto zone says the 99 doesnt hve a fuel filter? does it have a strainer? if so, where are they located? ty

fuel inlet strainer in mounted on the end of your fuel pump inside the fuel tank.

EDIT the96- 99 had a combination fuel filter/regulator mounted on the outside of the tank on the fuelpump.
