Emissions aren't a problem for the 2.4 swaps in the neon that I know of.

Depending on the state where you live if the computer starts throwing codes it won't pass inspection. They don't check for codes on OBD I cars here in PA. My daughter's 1996 was throwing a misfire code that wouldn't clear and wouldn't pass. The mechanic told me to disconnect the battery for 24 hrs then bring it back.

in MO, if the check engine light is on it wont pass... but since i got a 95, i dont need emissions. Thats why i switched from my 96 project, and gave it to my grandma. Boy does she like it. Neway, all im looking for is a DOHC?manual trans computer out of a 95 neon. its different because it takes one long conector strip instead of 2 short ones like the rest of the years. I am doing the 2.4 swap and thats all i need is that da*n computer, i cant find one anywhere. Is there another way around it...can i use someother EMS(engine management system) has anyone converted a 95 computer to a 96, through cuting and splicing... Is there such a thing as a DOHC/manual transneon in 95?any heelp would be gratefully appreciated

I do believe you need the DOHC PCM...don't know anyone who runs the SOHC PCM with the 2.4 swap.
