Default Ground cable reading 12.45v??

Hi again people, just a uick and probably dumb question but here goes.....car will not start, it has done recently but now nothing......tested battery which was new, 12.45v....then I went to test the grounds.....had negative probe attached to negative terminal of battery and then glanced at the voltometer.it was reading 12.45, the other probe was resting on the engine block........now the really dumb uestion is......is it normal to have 12 volts running from the negative terminal of the battery and the engine block.i kinda think not but I`ve no idea about electrics...........friend said I`ve a short somewhere.....is he correct and if so where would be the best place to start looking, I really have had nothing but trouble with the car since August and I`ve not even driven it out of town yet....any help would be truly appreciated

Geoff

i would suspect that if your getting 12.45v at the engine (really strong short) the first place i would look is the starter.
