Try disconnecting the negative battery terminal and leaving it off over night. When I went over my daughter's Neon and serviced everthing the codes indicated they were still there. The inspection mechanic told me some times they won't clear by themself.

He means reset the computer. And you dont have to leave it off over night, just disconnect it for a few seconds and see if they go away. or just go to autozone and have them clear them.

The codes get "stuck" in the PCM (computer) memory and like when Windows locks up your PC, turning off the power resets it.
When working on a car always disconnect the negative battery wire first, it's a safety precaution. Say if you need to disconnect the battery to work on the electrical system so you start on the positive terminal. If the wrench slips and contacts the body or engine, instant short. KABOOM!!!
Anyway by disconnecting the computer from it's power source and leaving it disconnected untill all the capacitors drain should reset it. If you have corrected all the problems the only code will be 12, battery disconnected and that won't cause it to fail emmissions.

Every while you run up against a stubborn computer as with my daughter's Neon , my inspection mechanic tried to clear it with his reader and failed.

Sorry about that, I didn't realize you had cleared the codes and they came back. Could you fine one in a junk yard for cheap? The IAC? Rockauto lists them at $60 new.
Just out of curiosity(sic) does your PCM have one big plug or two smaller ones?
