I won't be much help on this one since I don't own a Automatic - but 60mph at 4000rpm seems to odd of a ratio
I believe the Neon ATX are 3 speeds/gears Transmission - to get 60mph would have to put you in atleast second gear at best - but most probable 3rd gear.
Are you positive you were in 1st gear at 60mph?

I have a SOHC, but here are the shift points 1st to 2nd shift point is about 20 mph, 2nd to 3rd is about 50 mph. The torque converter locks up at about 55 mph, but only after the engine has warmed up. This is with light acceleration. The shift points will go up with heavy acceleration, but cruising on the expressway at 65 , you should be at about 3500. If the torque converter is not locking up, it will raise the engine RPM's about 4-500. The DOHC has higher gearing, take a look at the trans gearing thread.

yeah you were definately in second at 60 mph I know this sounds stupid as I did this before but are 100% sure you were in drive and not a notch down in second I did this once before freaked me out then I looked down and saw I was in second if not then check tranny fluid levels and might possibly be the converter acting up. is the check engine light on?
