I've been able to get a best of 42MPG highway, that was at 70 MPH with the cruise set and the A/C on. It's a '99 R/T DOHC 5 speed.

1998 SOCH 5 spd with 126 on the clock, 190/60x14 Bridgestones. Avg MPG is 30 on a 17 mile commute to work combined town and 4 lane driving. Speeds ranging from 25 to 70 mph.

i get an avg of 30 mpg 35 if im driving long distances

I have always been impressed with the amount of engine knowledge in the Neon forum.
The level of technical understanding is higher than in the Ram forums.

It would be a good challenge for one or two here
to take a Neon
reduce weight
raise engine compression ratio to the range of 11 to 12 using 'delayed intake valve closing Atkinson cycle' and a MegaSquirt efi system
and use low rolling resistance tires similar to oem on Toyota Priuses
some low cost aero mods (vortex finders at rear, belly pan)
and get MPG's on the highway
that are over 60 and close to 70

many US citizens would like to buy a Neon like that
and perhaps a side business could be profitable
buying old Neons
tricking them out that MPG improving way
and re-selling them
