trouble starting
Also I just thought of something. Neons have timing belts not chains right? Now I am wondering maybe the belt snapped. Could the belt have snapped while I turned the car off for the last time? I mean I'm sure I would have heard something. Or could this even be the problem?
I thought the car would still be able to crank with the timmng belt being snapped. But I have tried everything else.

I know what the signs are of a broken timing belt, I just figured I have tried everything else.
The engine will crank. I turned the crank bolt counter-clockwise, it was a little tuf but it turns.
Well I have now tried everything I can think of many times, and have given up, on monday the car will be towed to get it fixed.
I think it has something to do with the ignition side. Or maybe the starter, but what are the chances that 3 different starters that all tested good, one being brand new didn't work.
Any last ideas for me to try?

Hey guys I was having the similar situation in my 98 Neon R/T. I've confirmed it's definitely a wiring problem. Turn the key and you can here the relay in the PDC engage but nothing more. Also Power Windows have been working intermittently and do not work now. Also to my surprise my starter problem was originally intermittent (mtx park on the hill) never was a problem for me. Actually work a dodge dealership and didn't wanna spend cash on a tech so started looking thru the manual and wow to my surprise, Power windows and Starter are on the same circuit.
Just thought I'd let you in on this little tid bit. I wouldn't go as far as the ECU (got a spare one will try last). So far in my testing, new battery (was 5 years old and would pass test on a fully fresh charge). Load tested positive cable when engaging starter and it dropped big time. I'm thinking of replacing the cables (when replacing battery, clamps were bad and noticed lots of green corrosion inside the cable). Noticed somone posted wiring from pdc to ecu. Gonna try jumping that asap, will post results as my repair comes along. Hope someone reads this and adds something. Dodge has no tsb's, and techs agree it's electrical somewhere.

Well finally took it in to get it fixed. They said it was the neutral switch on the starter. Where is that on the starter? All I ever saw was 4 wires going onto it.
1 from the positive on battery
1 from ecu
1 from the negative on battery
1 other wire.
1 from the positive on battery
1 from ecu
1 from the negative on battery
