It clicked everytime I pushed the coper pigtail wire in
it should click everytime you turn your key too. Get someone else to ensure that the relay is closeing when you trun your key.

Usually when it just clicks it means the battery is low or the starter isnt getting enough power. Ive never messed with a neon starter so i wouldnt know where the ground is, most starters are internaly grounded.

Hope i helped some, its hard to troubleshoot when the car isnt in front of you.

Hey NP you have helped lots.

It f**king snowed last night and is cold today so I can't check anything. The next thing I will check is the wire plug that goes into the starter, maybe that is not getting a signel.

So I finally had time to test the car again.

I got someone to turn the key while I watched the relay and the relay never engaged.

So that means what? lol

Yea I tried that.

But whats still strange is why the starter wont turn when I put jumper cables on it and a battery from a running car.

It's something between me putting in my key and turning, and the relay.

Could it be the ecu? Whats the link between those 2 things? Anyone have a Helms for this car?
