i found a break in the vacum line that connects to the TB. my car has been pulling a code 21 also for a while now. could these two be related?

no, they aren't directly related. I'd replace the vacuum line and then replace your O2 sensors.

 

Fix the vacum line and reset the PCM. I doubt they are connected, but its worth a shot, if not replace the 02s
