High idle issue... STUMPED!

Default High idle issue... STUMPED!

Ok, I've had this neon for about 2 months now.. and have poured WAY more money into it than I have wanted to!! Here is what has been done so far:

100k mile tune-up
New plugs (Yes, copper)
New wires
New battery and terminals
New ground wire (larger, too)
Mount inserts
New radiator and thermostat seal
New alternator
Intake Manifold removed, cleaned, gaskets replaced

I've got this problem though.. when I first bought the car, it would die randomly on me... come to find out the guy had Platinum plugs in it that were seriously finger tight.. So I replaced the plugs and it's not died since then... But now I have a problem with high idling... It usually sits at about 1200rpm... I thought maybe it was the alternator not charging enough and the engine compensating for it.. but its still doing it! Annoying the hell out of me considering the inserts are so new yet the whole car rattles with the higher idle!

But it gets wierder... When I am going down the road, I push the clutch and the engine sits and idles at 2000-2300 RPM.. I can tap the gas and it will sometimes drop to 1500rpm.. Then usually when I come to a COMPLETE stop, it will drop from the 2000rpm to the 1200rpm.. Also, when I put the clutch in, sometimes I will drop to 1500rpm then bounce back to the 2000 range...

I've checked all the sensors, MAP, TPS, IAC.. they are all operating normally. I've even swapped them for the old ones that were in my other R/T, with no results...

I've taken a propane torch and looked for vacuum leaks and found nothing.. I have absolutely no idea what to do now.. Anybody have some suggestions because this is driving me absolutely insane!!

look at your EGR. when my EGR tube came loose it caused my idle to work like that.

I did the "penny block" to the TB end of the EGR..

Check your vacuume lines, I know on my neon after I did the headgasket I left the vacuume line on the back of the valve cover off and it would idle high, then sometimes if I pressed the gas the idle would change. If that isnt it, check the IAC motor and TPS.
