It could be the actual turn signal unit in the steering column. My red 95 did the same thing and I changed the bulbs, chased the wires all the way back to the steering column. I replaced the unit and all was good. Im talking about the unit the turn signal lever is in. It basically just plugs into the steering column. As a matter of fact, there is some sort of recall on them for the 95-96 Neons. Not a recall per say, but some sort of general notification.

You know that what I was thinking. But. I pulled the steering column out of my other car. It worked fine before I used it. Plus the car I pulled it from was the same year. But why would that the brake light now work?
