Default motor swap

ok i got a 1999 plymouth neon expresso with a 2.0 dohc only have 14710 original miles on motor car and tranny! i got it for 400 bucks the motor cranks but cant get it fired up heres a pic of the car the way it sits

im not to sure im guessing he cut it out for some reason or to get the hood off since it was hit pretty hard i will probaly be selling everything else off the car when im am done with it depending on what happens

I would say strip the motor down to the bear essentials... get rid of the cruz control i see there... get rid of the evap system... just unplug the vacume tube that goes between the intake manifold and plug the nipple on the TB... make sure that all vac lines are ok... and put a capfull of oil down each sparkplug hole into the cylinders before trying again...

swaps went well the motors in my car but i have 1 problem it drives find no noise but when i get on it it tops out at 90??? and my tach does not work could it be a bad computer?
