Default High Idle

I have a 99 R/T that likes to idle at about 1500 untill I get down to like 5mph then idles at 1000 it
It happens everytime I am starting to stop at a light, I will push in the cluch and shift into Netrual and coast to the light.
as I am coasting the car will be in neutral and idle at 1500 untill I get down to about 5mph. Mods that may be a cause to this are 55mm TB and an Iceman Intake. I have not yet checked for vaccume leaks or hell, anything at all. I was only home for a week and It did not trouble me that much.

On another note I dont know if the car idled high before i changed the TB or the Iceman; when I came home it was late at night. I had never seen the car before last sunday but I have had it for over a year. lol Anyways, I had to change the battery to get it started. before i got a battery I put the TB and iceman on.

if it isnt a vaccum leak then its also sounds like a throttle position sensor....but a vaccum leak would be my 1st guess
