Not ready for Mass. inspection

I have a 96 SOHC auto neon that when testing for inspection computer says not ready yet. Driven about 1000 miles still not ready-no codes, just P1000- not ready yet. Could memory be gone? Any ideas?

Did you try resetting the PCM again?

I haven't heard of a P1000 code.
