Default Failed inspection

Heres a good 1 . There is no more dino testing in Mass so I went for a Mass sticker and failed due to not getting a reading off the OBD. they told me the wires might have been cut off. When I got it home all the wires are intack with no signs of it being tampered with . I did the "ignition 3 times test" and the engine light didnt flash or turn on , and it doesnt come on when I start the neon either . Its a 1997 neon auto and its running fine other than a slight hesitation in the highway when I let off the throttle . What should I look at first ?

take it to autozone and see if there OBD tool will pull codes.

took it to autozone and ther scanner came up blank like its not working

dont take this the wrong way but after you hooked up the scanner did you turn your key forward without starting it?

Yep ignition was on
we even started the engine to see if it gets anything . Nope just blank

you could try getting a used PCM from the junk yard or maybe take it to the dealer and have them reflash it.

yea reflash your pcm and it should work, i had the exact same problem you did
