Question Car almost stalls out when at a stop?

My car runs fine when I am driving down the road, but the problem seems to be when I am at a stop. I come to a stop sign and my car seems to rev up and then rev down, almost stalling out. Then it runs normal for a second and then it revs up again and then revs back down almost stalling. It keeps doing this constantly. I'm surprised it hasn't stalled, that's how low the rpms go. My car starts up fine though, no problem with that at all. Any suggestions to what is making the car rev that low and almost stall? I was thinking the ignition coil pack, the wires, or even the plugs. But not really all that sure. Oh and by the way its a 95 neon. Thanks.

Try testing your Throttle position sensor.
