clusterguage doesn't work? Wipers stay on?

clusterguage doesn't work? Wipers stay on?
So...I have an aftermarket guagecluster...a month ago my timing belt blew, and we have a friend that "works" on neons...since 1995 supposedly...well he told me he was going to put a new SOHC in the car...i told him it wouldnt fit so he got pissed and said he knows what hes doing...well a month later...and no sohc.. but a dohc head...i have my car back...I think in his **** fit rage he decided to screw up my guage cluster...anyways, on with the story.
Well it's been running fine. The only problem is my guagecluster wasn't lit up. It lit up BEFORE i dropped my car off to him. Now it doesnt. The ground and power were not connected, so tonight I connected the ground to my car, and the power to the power terminal of my battery.the guage lit up but...then disaster happened. My car turned screwy. I can start the car, barely, and while it's running, if I turn my headlights on, the car dies. With the headlights OFF, the headlights are on, but very dim, my left turn signal LIGHT on the gaugecluster is LIT, and my wipers are wiping, but the switch is OFF, and now my car runs like ****. Did I screw up my ECU or something? I can't figure it out

well i told him it would needed a different computer and wiring harness...and that i didnt wanna spend the money on it...so thats why i said it wouldnt fit.
but anyways, its just some cheap one from ebay, just lights up blue. its like a plastic flap that just attatches to the front, its not the WHOLE actual unit. no big deal. i actually had to cut out the background pics for the turn signals, gas light, ETC. from my stock one, and glue them to the back of my new one lol because it just had holes in the spots they should have been in...

you said holy electrical gremlins, but the only thing i did different was hook the ground to my car and the power straight to my battery. It used to be grounded and powered through my stereo wires. but the dimmer broke off so i had to resolder the wires to it, and with all the the hassle, my car tweaked out. Nobody has any idea of what this could be related to?
