1995 Neon. Tranny Question

What does the Torque Converter Clutch Solenoid do and where it is located ?? I got DTC P0743.

if im correct it will keep ypu tranny from shifting were is suppose to when i have my auto in my 87 it would not shift unless i let off the gas
