it would take about 2 - 3 hours if the bolts don't brake. one that broke on me was the on the rear sway bar that attaches to the body. and I have the sway bars if you need them. Front is proably the same as any other neon but I have a rear if you want it you will need the lateral links though.
they came off a 99 RT

few tricks to replacing the rear one is lots of penetrating oil and put the car high on the jack stands in case you need to get the drill under there to drill out any broken bolts from the frame.

isnt the rear easiest to put on since the holes for a swaybar should be there? and i would use new bolts sand and paint everything before goin on. so why would this take so long?

and im looking to buy a set of sway bars, any one wants to get their sell on pm me. or post a link. one last thing a 96 plymouth neon should have the rear holes drilled for swaybar attachments right? and the front should not? how would i go about doing the front?

The holes are there, but aren't tapped. I think the orginals had body nuts. I took mine off a 2nd gen though. The hard part for me is getting the links attached in the rear. Like how to mount to the struts? Are the struts for the R/T model different so that they allow end-link attachment?

Sorry to hear you're bored, my projects have all but come to a standstill because of the cold. Sucks

yeah, threading it, but my plan was to try to weld studs through the holes since I couldn't find a way to get the body nuts through the frame. Body nuts or blind nuts, you know what I mean? But the problem is that I can't figure out how to attach the endlinks to the strut. Would need a bracket right angle that attaches to strut by the two bolts that mount to the spindle. I pulled this sway bar off of a 02 R/T but I fit it up and it would def. work with some easy mods. Jus never did..
