Ya might want to do a little more research then. The Mopar performance PCM advances the timing and that does not go well with boost.

I thought it was programmable I must have read it wrong so what ecu or ecu is available for the turbo setups? I have already removed the egr and a/c so my check engine light is on so I need to get rid of that for emissions to pass

No PCM/ECU is programmable for the neon. You can either run the stock PCM or use a stand alone EMS.

You can hook up a resistor for the EGR code.

do you know what resistor it would be so i can pick it up from the radio shack also i was told that the stock ecu wont read the boost so i guess better question is how can i make the stock one work and what about retarding the timing. not formiliar with an ems

It's a cheap small resistor, can't remember right now. You will need a MAP clamp to keep the stock pcm from seeing boost.

EMS stands for Engine Management System such as AEM or Megasquirt.

the resistor is a 1.2k ohm 10watt not avail. at radio shack will have to order it from ebay. but just for future refeance. so will an ems get rid of the speed limiter also?

No it will not. Only the 95 ACR pcm will eliminate the speed limiter.

Well how hard is it to get one of those,cost? Or am I just stuck at 118 cause that would suck and make this build pointless

About $50-$100 depending on who is selling one. The R/T or ACR PCMs cutoff at 130 MPH. You wont hit either on a 1/4 mile track.
