96 SOHC A/C problems........help

My car has been good to this point after replacing the radiator about 2 years ago. Cant complain about it. Good mileage and decent power for a 4 banger. Good little car.
Recently I noticed that my A/C has gone south. Progressively less cool.
The low side lines get cool. The expansion valve block at the firewall forms a bit of frost but the evap inside doesnt get cool at all. Compressor constantly cycles on and off.
Does this mean that the expansion valve is clogged?
If so, I can replace that, the Reciever/Dryer for about 50 bucks. That and I would flush the evap and condensor, pull a vaccumm but I need to know how much oil and refridgerant the system takes....also is it a pain in the *** to take the compressor out?
Any help is greatly appreciated.
