Default E-Brake problem

Well, I'm new to the world of Neons. My girlfriend just picked up a 98 neon, it's a 5spd 4 door. When you park it you pull up the e-brake and it goes all the way up but the car still moves backwards on a hill. It just seems like it doesn't fully engage. Any thoughts on this? I'm thinking it just needs to be tightened. How would I go about doing this?

Does it require any pressure when pulling up or hold the car back at all? If not thenthe cables probably broke, but otherwise in the back of each drum theres a little slot(usually covered by a little piece of rubber) that you stick a screwdriver in and turn the little gear to tighten/loosen. Forgot which direction is which but you'll figure it out.

There's a bit of pressure there. I don't think the cable is broken, just needs to be tightened. There's nothing in the center console at all? When you're talking about this adjustment on the drum do I need to take the wheel off to get to it?

No adjustment on the console, the pads are being adjusted not the actual cable. Just jack the car up a bit and get behind the wheel and you should see it.
