I need help with my Dodge Neon

It is a 1999 DOHC. When I go to start my car, it will not start. All of the lights and things come on but all it will do is click. Everyone asked if there was oil in the car and I said, "Yes, I changed the oil myself maybe two weeks ago." Everyone then told me it was my starter so today I went out and replaced the starter, it still only clicks over. I had the battery checked to see if it was getting enough of a charge to actually start the car and they said it was a perfectly good battery, I have checked the battery terminals and the battery wires and nothing. What could the problem be? Please let me know your thoughts.

i don't know anything about neons, but somewhere between the battery and the starter (possibly on the starter) is a starter relay. you should be able to follow 12 volts from the battery to that relay. the ignition switch (turned to start) will send 12 volts on the control wire, and then if/when the relay closes, it will send 12 volts on the BIG wire to the starter.
if you have a fluttering/rapid clicking sound, that's the relay clicking back and forth due to low voltage/low amps from the battery, or a faulty relay.
the most common cause of this problem is
weak battery
corroded battery terminals
loose battery terminals
bad starter or relay.
not low oil, LOL.

hi from germany,
i've had the same problem a few times .. and it looks like it might be the Immobilizer UNIT or the battery on the key fob...
i used the spare key and it started right up..
the handbook has more info on how the Immobilizer works...
i first had the problem when my Battery was DEAD.. i left the lights on for about 4 hours.. dumb huh.. well it did not Turn Over even with jumper cables until after 5 minutes ... the relay just clicked ....
hope this might help someone...
