Default Low spark on #3....

What would cause it? I changed the #2 and #3 wires to check if it was the wire, I also replaced the SP. I had a bit of oil in the tube from a seal leak that was there for a few days but I cleaned it up. I only checked it by pulling it and checking the spark against the tube itself but it didn't spark as much and wasn't as loud or bright. I need to find my voltmeter but until and suggestions? Also what should I set it under and what should it read for the spark?

Alright, I think I have an extra so I'll try that.
