Default Car Will Not Start

Lights work and all electricals seem fine, without testing...car won't turn or make any noise! This morning it hesitated but finally started. The man who towed it for me thinks it's some sort of a relay issue...it's a 96 Neon...HELP please! This is my girlfriend's car and I am desperately trying to fix this for her. I am decent under the hood. Let me know if there is anything else you need to help me out. THANKS!

It could be the starter relay in the power distribution center near the battery try swapping it with another relay. Could also be:
1) Clutch switch manual trans. or park switch Auto trans.
2) 30A starter Fuse power distribution cener
3) Ignition switch
4) Bad battery connection
5) Bad starter

There should be several relays the same just swap it with one of the other ones.
