Unhappy 95 neon ECM? fuel pump won't run....

95 Dodge Neon SOHC

Alright, Friends car I am trying to help with. fuel pump will not turn on. engine died while @ a stop sign.

When you jumper the power @ the socket the fuel pump runs fine

Voltage measurements @ relay sockets with key on

Fuel pump relay.
good power for contacts of relay (same as battery) 12.2 volts
11.3 volts @ coil power. taken within the socket
Resistance reading @ - side of coil to battery gnd is about 300-500 k ohm. kept varying. (I'm assuming this is just because of the ECM?)

when you plug the relay in it doesn't energize.

the ASD relay doesn't energize either. but voltage is same as FPR at socket.

If you jumper the fuel pump to run the engine will run fine.

Has the ECM gone? Why doesn't the relay energize when I plug it in. It is normal for a 11.3 volts to not energize the relay. I see in the wiring diagram that the ECM controls the Ground side of the coil. but there is still a 11.3 volt voltage differential at the relay plug?

I'm utterly confused.

Any help would be appreciated. Thanks

If the engine runs when you jumper the fuel pump then the ASD relay must be working, Try changing out the fuel pump relay for a known good one.

Just for S&G's, do the key dance to see if you are getting any error codes.

Q: My Check Engine Light (CEL) is on, what do I do?
A: To read any codes on your neon, put the key in the ignition and cycle it to ACC on-off-on-off-on within 5 seconds. As the CEL flashes, count the number of flashes. This represents the code. An example would be flash-flash-flash-flash, pause, flash-flash-flash, which would be a Code 43, single or multiple cylinder misfire. A list of codes can be found here.

The fuel pump relay and the ASD relay are on the same circuit so having the voltage being the same is normal. Believe me, I just went through this nonsense myself trying to find out why I had no fire to my coil pack.

Try this. If your horn works (ie: beep beep), take the horn relay and plug it into the ASD location. They are the same relay. If it works, then you have a bad ASD Relay. $10 at parts store and better still, you can drive there to get one.

Oh, BTW, the FPR and the horn relay are also the same, so you can try the swap game with it too.

All this assumes that you don't have an error code 11 like I did which will prevent these guys from doing their job - as bad readings from the Crank position sensor will not allow either the FPR or the ASD to open up. Once I replaced the CPS sensor, I was golden.
