that would be the o2 sensor stuff which could possibly cause idle issues and such. Which code is it? aka does it say Bank 1 or bank 2? Since you mentioned the catalytic converter I'm guessing bank 2 o2 sensor which is right after the cat.
If you get under the car and find the exhaust piping, up near the front of the car (towards the engine right where the piping begins to bend upwards), that bigger piece is the cat. and the bank 2 o2 sensor is right after that. I believe its right after the bend. It has wires come out of it and such, can't miss it.

If it's an o2 sensor problem that's causing the idle problem chances are it's the front one. The rear one has less effect on fuel and mixture and is used more to monitor the catalytic function. It you used a obd11 reader it will give you a code for each o2 sensor.

on 95's it doesn't do anything cept monitor the cat. On the obd2 equiptment Neons (96+) though the last one does effect the mixture. Just to clarify.
Do you remember what code you were throwning?

I went through a similar issue with my 95. The obd2 reader identified not only bank 1 or 2 - o2 but also sensor or heater cct codes. These are 4 wire o2 sensor with a heater cct.
You are right there are many differences between the 95 and newer neon’s when it comes the pcm and how it handle sensors. In either case a obd2 reader should pinpoint the bad sensor.

yeah, the 95's are OBD2 compliant, but aren't OBD2. confusing yes but whatever lol. I don't have a rear o2 on my 95 DD and I don't get any CEL or reduction in fuel economy, but on my 97 the moment I took off the back one the CEL came on and my car ran like crap. Put it back on and it runs fine and the CEL went back off.
