1) Don't believe anything he says. He wants to sell a car.
2) There are no lifters in a Dodge Neon. The overhead cam(s) use automatic self-adjusting hydraulic lashes on the rockers to adjust the distance between the valve spring and the rocker and while it is easy to replace bad rockers, it can be expensive depending on how many you need.
3) Before you buy the car, take it to a mechanic (or if you know how do it yourself) and get a compression test and a leakdown test. It should cost you no more then 1hr labor rate (about $80 - $100) depending on where you live and where you take it.
4) When was the timing belt (and water pump maybe) replaced?
You need to ask a lot of questions about past work done on the car, has the car ever been in a wreck, does it have a salvage title (meaning that the car was totaled out at some point) and someone rebuilt it. Can you get a clean Carfax report on the car? Does he have a clean title with no liens on the car, Etc. etc.
5) Get as much of whatever he tells you in writing if you can and then have him sign it too - if you can. That way you can show that you asked, he answered, and if he lied, you have grounds to get your money back - maybe.

See. Even I did not know that they did not come out with a special "Viper" version of the Neon, so it sounded believable. That is why you never trust a used car salesman, always verify on your own.
And one day, I just might remember that the DOHC and SOHC rockers are NOT the same and that the DOHC models have lash adjustment shims where the SOHC do not.......
Good luck. Get the car checked out throughly and hopefully you won't be getting a lemon....
