Headlights or brights will turn on. None of the fuses where burnt out. I did notice the person who own the car before me put wrong fuses in under the dash for one of the H.L.,Radio and Lighter. I used a tester for the headlight switch and the fuse box both under the dash and hood and got power. I didn't notice any damage to the wires that connect to the H.L. switch

Have you checked for voltage at the electrical connector at the light itself? Make sure you have a good ground when you check.

If you don't have power at either/both headlight connectors, you could also jumper the headlight switch itself.
