I have a 1998 neon SOHC that I put a 1995 SOHC in the car it will turn over and fuel pump is working lots of pressure but it has no fire this car is going to be used for racing so most of the dash is out and just wondering if anyone knows if all the sensors have to be changed

You need to get the 1995 PCM and wiring harnesses if you can and use them as yep - there were some huge changes between those two years. The core engine remained the same, but there is a MAP and MAF sensor for the 95 that was combined in later years. Also the pins are completely different (round vs. flat) and sensor locations changed, so some wires will be too short, etc. etc. Also, most of the connectors have changed too.
