You might also be able to find one at a junkyard and I would suggest that if you get a 96 - 99 model battery temp sensor, you cut the connector along with it so that you can have the round pins for future replacements. It is way too easy to crack the plastic housing.
Actually Dazzellerrr, The 95 Neon used OBD-II (even though it was not required until 1996), so any OBD-II reader works just fine. I use mine all the time. The battery temp sensor has nothing to do with emissions. It's sole purpose is to insure that the battery is not getting overheated due to a problem with the battery or with the charging system. When an "overtemp" condition is sensed, it tells the PCM to tell the voltage regulator to reduce output and hopefully keep the battery from going nuclear. Also the CEL does not come on, the even more annoying red charge system error indicator light comes and and stays on.
