Starter Relay Ground

Default Starter Relay Ground

The ground connection on my starter relay gives me a good ground when my key is in the off position, but when I put it the key in any other position I only get 3V passing through, like there's some type of resistance. This is obviously stopping me from starter my car properly, so right now I just have a wire going from the relay to the negative on the battery because I'm pretty confident I can do without the P/N switch. Also, I replaced the switch and I'm still having the same problem.
Any help would be appreciated.

did you check the wire for cuts? possible spark jump can happen when you throw more voltage through it.
