Default OBD II Scanner for '99 Dodge Neon

Is there a code scanner on the market that will work with a 1999 Dodge Neon. I know almost all claim that they will work on cars from 1996 on up. But I recently had to return a Actron CP9550 Pocket Scan Plus, to Amazon.com It just wouldn't wotk on my car. I followed the directions, & got an error code over and over. Following directions in the Troubleshooting section, didn't help at all. So I just gave up and returned it. My mechanic has no trouble with his, but then it's probably one of those $300 ones.

I was wondering if there is another brand or model that will work on a '99 Neon, just in case I may need it in the future. Thanks.

This is a newer version of the same reader I have because this one can handle CAN codes. It is $60 at harbor freight. My car is a 1995 neon. Before you ask how can it work on my 1995 model, it is because Dodge did something right and incorporated the upcoming standard on its car ahead of the required date for 1996 and up models. It also works great on my 2004 Dodge GC and my 2004 Suzuki Forenza. And I have not found a single car (friends and family) that has an OBD-II port that it will not read (and clear).

^^^95s were OBD-II compliant, just not fully compliant.
