96 Dodge Neon Running Problems

I had gotten this neon awhile back, did a motor swap and I haven't been able to figure out why it's running the way it is. Here's a link to a video of what's going on with it exactly.

Sounds like a vacuum leak to me. There is a post on here about all the ground straps and locations.
