I own a 1999 Dodge Neon, bought when new, love my car. Both oxygen sensors on the heat side are not registering any voltage when testing the green and orange wires. Getting "service engine soon" light.Car is stalling out.Codes read those of both the oxygen sensors. What could be the problem?

OK, Different problem: The O2 sensors are not the problem; two different Auto Zones told me the wrong thing. After some work was done on the sensors, the light was still on the problems existed. A third Auto Zone told me it was not actually the sensors, but rather the O2 sensor CIRCUIT that's showing no activity. So, can anybody direct me to a wiring diagram or else tell me what number on the PCM does the O2 sensors (plural, both of them) connect to?

Welcome to DF
If you should have voltage at those wires, then you may have an open circuit.
